Alameda’s public service journey began shortly after he earned his undergraduate degree in political science from California Polytechnic State University, where he majored in public administration. He then earned dual graduate degrees from the University of Southern California: a Master of Public Administration and a Master of Planning, graduating as a Dean’s Merit Scholar.
Alameda’s academic foundation laid the groundwork for a robust career in local government. His capabilities later became consistently apparent in policy design and operational oversight.
Alameda served as an Assistant City Manager and Director of Administrative Services. He also stepped in as Interim Director for Public Works and Finance when needed. In these roles, he managed labor negotiations, budget administration, and emergency response planning and led inter-agency coordination efforts across various civic departments.
As Assistant City Manager and Interim City Manager, Alameda led structural reforms and introduced more efficient processes to enhance financial performance. He improved internal coordination, advanced long-term planning, developed a staff training program, modernized personnel evaluations, and served as staff liaison to the Art Commission and Disaster Council.
Alameda has nearly two decades of experience managing residential and commercial properties, including Section 8 and market-rate rentals. Skilled in HUD compliance, tenant relations, budget management, and capital planning, he has a proven record in maintenance oversight, inspections, lease enforcement, and financial accuracy through collaboration with accounting professionals.
A Committed Educator and Mentor
Beginning in 2018, Alameda has served as an adjunct professor at the USC Sol Price School of Public Policy, teaching graduate-level courses in the Master of Public Administration program. His teaching emphasizes the intersection of theory and real-world practice, drawing on his years of experience managing complex civic operations.
Alameda later remained closely engaged with USC through his tenure on the USC Board of Governors from 2012 to 2018, where he represented the Price School. He also served as Vice President of the Price School Alumni Association Board from 2007 to 2013.
